Preheat Oven.
In a large mixing bowl combine the flour, granulated sugar, baking cocoa, baking soda and salt. Stir to blend. Add the orange juice, orange peel, water, oil, vinegar and vanilla. Beat on medium speed of mixture for 1 minute or until blended well. Add the chocolate chips and stir.
Place cupcake liners in pan and fill 2/3 full.
Bake for the allotted time or until toothpick inserted in the middle comes out clean. Remove from oven and cool on wire racks completely before frosting.
